Resize a GPU VM plan

/compute/gpu-vms/:vm_id/actions/resize-plan

Changes the VM CPU and memory shape. Downgrades require explicit confirmation. Requires scope: vm.write.

IBEE platform API token. Production tokens start with ibee_prod_key_; development tokens start with ibee_dev_key_. Use a token only with its matching gateway environment.
